I think Gwen is meant to be two things the normative audience viewpoint character and Welsh.

Have you seen www.torchwood.org.uk ?
It has T's analysis of Gwen on it. Words like "untapped potential" plus she was going to be seconded onto a fast track (but doesn't know it)
